			<description><![CDATA[The safari industry in Tanzania created a completely fake "traditional" environment for the Wazungu (white faces) who want to trek the big five, yet with a high degree of comfort and safety. Luxury lodges are scattered within all parks and protected areas charging inclredible rates which can reach more than 1000 bucks per day. Most of the money goes directly to Jo'burg or to UK where the safari companies are based and the local communities get nothing more than peanuts. "Real" maasai warriors are paid to dance around the fireplace at sunset and welcoming, smiling staff (hoping for tips) is ready to greet you every time they see you and to ask "so sir, what did you see today?". The worst thing is just that, people in Tanzania tend to represent themselves the way they think the hordes of tourists expect to see them. The craziest thing is that these wazungu wajinga really believe they're experiencing real Africa, just like the fat farangs packed in the gogo bars believe they've found true love in patpong! 			<title><![CDATA[Your opinion on 2009/10 Budget]]></title>

			<description><![CDATA[Despite the Parliament endorsing the 2009/2010 budget by a principle of simple majority this week in Dodoma opposition Members of Parliament have explained why their camp rejected the estimates.<br />
<br />
On Sunday we learnt that the opposition unanimously voted against the budget after realising that it had a lot of “loopholes” that the government failed to explain how they would be plugged.<br />
<br />
The Opposition camp had forwarded an alternative budget, which according to our sources, was ignored by the government side.<br />
<br />
Instead it simply responded to the opposition by saying it would look at it and see if there was anything to borrow from it.<br />
<br />
In their “shadow budget”, the opposition blamed the government for over-dependence on donors and support from foreign countries to fund most of the development activities without showing any serious measures for sourcing government funds internally.<br />
<br />
In the 2009/2010 budget, the government expects to receive Sh 3.2 trillion from donors; much more from the Sh 2.8 tr it has alocated for development expenditure in the same period.<br />
<br />
According to the leader of the opposition in parliament, Hamad Mohamed Rashid, the government does not pay for development projects in the country and instead shows too much dependency on donors.<br />
<br />
“It is a shame that the country still relies on donors to fund its development expenditure, 48 years since we got independence. The government ought to be independent, and donors only come in to subsidise” said Rashid.<br />
<br />
The opposition leader said his camp was uncomfortable with the government’s move to allow tax exemptions on the mining sector and fisheries, as well as forest products, despite reports that the government can get between 20 and 25 per cent of the GDP through taxation.<br />
<br />
He said it is estimated that the government loses &#36; 50 million every year in revenue from the mining sector and another &#36; 58 million from the forestry department, adding that China imports ten times of forest products from Tanzania than what the government records show.<br />
<br />
The Wawi member of parliament said the government has failed to clearly show how it would improve its revenue by avoiding tax exemption.<br />
<br />
He said the opposition camp was not pleased with the government`s failure to solicit revenue from the mining sector, and instead allowed companies with old contacts to enjoy the exemption and only wants to restrict new companies.<br />
<br />
Rashid said the parliament authorized the government to implement recommendations of the Bomani commission, but had apparently failed.<br />
<br />
On a different note, the opposition argues that the Sh 1.7 tr bailout plan was not clearly indicated in the budget.<br />
<br />
Rashid said the Economic and Finance committee advised the minister for Finance and Economic Affairs, Mustafa Mkulo, to include the amount in the budget, but he failed.<br />
<br />
He said the government was supposed to bail out farmers who suffered losses due to the global financial crisis as it happens in other countries, adding that in most countries, such processes are very transparent.<br />
<br />
The Karatu member of Parliament, Wilbrod Slaa, on his part faulted the biudget saying; “ We are tired of these rhetorical budget speeches every year; in fact the minister failed to show how the government will source money to fund its projects.”<br />
<br />
He said the ‘Agriculture First’ slogan does not fit well in the budget, arguing that the government has allocated only seven per cent of this year’s budget to agriculture compared to the 7.1 per cent alocated for the same sector in the 2008/2009 budget.<br />
<br />
The outspoken MP said the government failed to list the number of companies and financial institutions that would benefit from the stimulus package set a side by the government.<br />
<br />
Slaa said, “ We have information that several companies have lined up to benefit through the stimulus package, in fact this was done much earlier, even before the government made the plan public.”<br />
<br />
The legislator added that the government was supposed to have carried out a thorough investigation to reveal the number of companies affected in the crisis and by how much were they affected, rather than just coming up with the issue.<br />
<br />
He added that the opposition could not just endorse such a vague plan that would rekindle the pains caused by the EPA scandal that saw billions of public funds swindled by some few people.<br />
<br />
Dr Slaa also said the opposition camp could not pass the budget as the minister endorsed payment of EPA money last year, contrary to what the president told the parliament -- that the government would not effect any more payments through that account.<br />
<br />
He noted that the opposition was not pleased with the mismanagent of public money at this time of crisis, saying the Sh 19 bn that is allocated for allowance in kind could have been set a side for other important development projects.<br />
<br />
Slaa said not even their CCM counterparts could easily endorse such a “lousy” budget. He alleged that members of the ruling party during their inner meeting were forced to support the budget, knowing that blocking its passage could prompt dissolution of parliament.<br />
<br />
He blamed Section of 99 of the constituthion, saying the section does not allow CCM members freedom to exercise their right.<br />
<br />
He said it make those in authority to force their agenda to pass through for fear that if they fail, the parliament could be dissolved.<br />
<br />
The Bariadi MP, John Cheyo, told this paper that the government ought to put money in people’s pockets rather than rushing to rescue banks and cooperatives.<br />
<br />
He said at leaat 10 milion people depend on cotton production, adding such people should be given first priority in the government’s agendas.<br />
<br />
“Why is the government more concerned with the commercial institutions than the wananchi ?” he wondered, adding that it was not good for foreign firms to be compensated while local institutions lacked funds.<br />
<br />
Cheyo said the government plans to bail out Artumas to produce electricy, and later sell to TANESCO at a higher cost instead of supporting the local power utility firm to produce the needed 220 megawatts.]]></description>

The Opposition camp had forwarded an alternative budget, which according to our sources, was ignored by the government side.<br />

Instead it simply responded to the opposition by saying it would look at it and see if there was anything to borrow from it.<br />
<br />
In their “shadow budget”, the opposition blamed the government for over-dependence on donors and support from foreign countries to fund most of the development activities without showing any serious measures for sourcing government funds internally.<br />
<br />
In the 2009/2010 budget, the government expects to receive Sh 3.2 trillion from donors; much more from the Sh 2.8 tr it has alocated for development expenditure in the same period.<br />
<br />
According to the leader of the opposition in parliament, Hamad Mohamed Rashid, the government does not pay for development projects in the country and instead shows too much dependency on donors.<br />
<br />
“It is a shame that the country still relies on donors to fund its development expenditure, 48 years since we got independence. The government ought to be independent, and donors only come in to subsidise” said Rashid.<br />
<br />
The opposition leader said his camp was uncomfortable with the government’s move to allow tax exemptions on the mining sector and fisheries, as well as forest products, despite reports that the government can get between 20 and 25 per cent of the GDP through taxation.<br />
<br />
He said it is estimated that the government loses &#36; 50 million every year in revenue from the mining sector and another &#36; 58 million from the forestry department, adding that China imports ten times of forest products from Tanzania than what the government records show.<br />
<br />
The Wawi member of parliament said the government has failed to clearly show how it would improve its revenue by avoiding tax exemption.<br />
<br />
He said the opposition camp was not pleased with the government`s failure to solicit revenue from the mining sector, and instead allowed companies with old contacts to enjoy the exemption and only wants to restrict new companies.<br />
<br />
Rashid said the parliament authorized the government to implement recommendations of the Bomani commission, but had apparently failed.<br />
<br />
On a different note, the opposition argues that the Sh 1.7 tr bailout plan was not clearly indicated in the budget.<br />
<br />
Rashid said the Economic and Finance committee advised the minister for Finance and Economic Affairs, Mustafa Mkulo, to include the amount in the budget, but he failed.<br />
<br />
He said the government was supposed to bail out farmers who suffered losses due to the global financial crisis as it happens in other countries, adding that in most countries, such processes are very transparent.<br />
<br />
The Karatu member of Parliament, Wilbrod Slaa, on his part faulted the biudget saying; “ We are tired of these rhetorical budget speeches every year; in fact the minister failed to show how the government will source money to fund its projects.”<br />
<br />
He said the ‘Agriculture First’ slogan does not fit well in the budget, arguing that the government has allocated only seven per cent of this year’s budget to agriculture compared to the 7.1 per cent alocated for the same sector in the 2008/2009 budget.<br />
<br />
The outspoken MP said the government failed to list the number of companies and financial institutions that would benefit from the stimulus package set a side by the government.<br />
<br />
Slaa said, “ We have information that several companies have lined up to benefit through the stimulus package, in fact this was done much earlier, even before the government made the plan public.”<br />
<br />
The legislator added that the government was supposed to have carried out a thorough investigation to reveal the number of companies affected in the crisis and by how much were they affected, rather than just coming up with the issue.<br />
<br />
He added that the opposition could not just endorse such a vague plan that would rekindle the pains caused by the EPA scandal that saw billions of public funds swindled by some few people.<br />
<br />
Dr Slaa also said the opposition camp could not pass the budget as the minister endorsed payment of EPA money last year, contrary to what the president told the parliament -- that the government would not effect any more payments through that account.<br />
<br />
He noted that the opposition was not pleased with the mismanagent of public money at this time of crisis, saying the Sh 19 bn that is allocated for allowance in kind could have been set a side for other important development projects.<br />
<br />
Slaa said not even their CCM counterparts could easily endorse such a “lousy” budget. He alleged that members of the ruling party during their inner meeting were forced to support the budget, knowing that blocking its passage could prompt dissolution of parliament.<br />
<br />
He blamed Section of 99 of the constituthion, saying the section does not allow CCM members freedom to exercise their right.<br />
<br />
He said it make those in authority to force their agenda to pass through for fear that if they fail, the parliament could be dissolved.<br />
<br />
The Bariadi MP, John Cheyo, told this paper that the government ought to put money in people’s pockets rather than rushing to rescue banks and cooperatives.<br />
<br />
He said at leaat 10 milion people depend on cotton production, adding such people should be given first priority in the government’s agendas.<br />
<br />
“Why is the government more concerned with the commercial institutions than the wananchi ?” he wondered, adding that it was not good for foreign firms to be compensated while local institutions lacked funds.<br />
<br />
Cheyo said the government plans to bail out Artumas to produce electricy, and later sell to TANESCO at a higher cost instead of supporting the local power utility firm to produce the needed 220 megawatts.]]></content:encoded>

Alisema wataalam wa mambo ya amani na usalama katika Jumuiya ya Afrika Mashariki, wameshapanua mwelekeo wa shughuli za jeshi hadi kulinda amani, ukabilianaji wa majanga na kusaidia mamlaka za kiraia wakati wa matatizo.<br />
Rais Kikwete alisema mabadiliko hayo yanaendana kabisa na mkataba unaounda Jumuiya ya Afrika Mashariki ambao unaweka maslahi ya watu na usalama katika ajenda za mchakato wa kuunganisha nchi tano katika jumuiya hiyo.<br />
“Zoezi hili kimsingi lina maana ya kuyawezesha majeshi yetu kuelewa kwa kina mtizamo wetu wa pamoja na pia kuyaanda kutekeleza majukumu yao vizuri wakati wa uhitaji," alisema.<br />
Hata hivyo, alisema zoezi hilo la pamoja la kijeshi linazungumza kwa mapana juu ya ushirikiano na mahusiano mazuri waliyonayo nchi tano zinazounda jumuiya hiyo.<br />
“Mahusiano miongoni mwa nchi zetu ni mazuri. Kuna imani na kujiamini miongoni mwa nchi zetu na hali hiyo ndiyo iliyowezesha zoezi hili la pamoja la kijeshi," alisema.<br />
Rais Kikwete ana imani kuwa zoezi hilo likienda vizuri, litafungua ukurasa mpya kwa majeshi ya ulinzi na usalama katika Jumuiya ya Afrika Mashariki kwani yatakuwa yanabadilishana utalaam, mbinu na medani za operesheni mbalimbali.<br />
Kwa upande wake, Naibu Katibu Mkuu wa Jumuiya ya Afrika Mashariki anayeshughulikia shirikisho la kisiasa, Beatrice Kiraso, alisema jumuiya hiyo inakabiliwa na matishio mengi yakiwemo ya uzaagaji ovyo wa silaha ndongo ndogo na nyepesi na kukosekana kwa utulivu wa kisiasa katika nchi zinazoizunguka Jumuiya.<br />
“Matishio hayo ni kama vile ya majanga ya asili na yale yanayosababishwa na matendo ya binadamu, umaskini, magonjwa, mipaka mirefu, uzaagaji wa silaha, migogoro ya ndani kwa ndani na ukosefu wa amani katika nchi zinazotuzunguka," alisema Kiraso.<br />
Alisisitiza umuhimu wa jumuiya hiyo kujenga uwezo wake yenyewe ya kuweza kukabiliana na dharura yeyote itakayojitokeza inayohatarisha amani, usalama na utulivu.<br />
“Tukiweza hilo tutakuwa tumejenga mazingira mazuri kwa uwekezaji na mendeleo katika eneo la Jumuiya yetu ya Afrika Mashari," alisema.<br />

I have worked with clients both large and small, doing training, testing, project management, writing and editing. I currently run my own training and consulting business in Dar es salaam , Tanzania And I am a Microsoft MVP. I have worked in almost all areas of Technical Support during the course of my career. My favorite areas are Support , training, and technical writing. I will admit also to a strong preference for requirements writing as well. I started working for myself in 2006 when I realized that people wanted to pay me to fix their PCs and networks. I currently serve as tech support and/or off site Sys Admin for over 50 clients around Tanzania and 9 Online . I do a lot of trouble shooting, designing and building of networks. <p>The new law is being discussed in Parliament and would create a new crime of "aggravated homosexuality".</p>
<p>It would target gay people who have sex while HIV-positive, or if their partner has a disability, or is under 18.</p>
<p>The crime would be punishable by death.</p>

			<description><![CDATA[Many of the problems that communities face would be greatly reduced if the people chose the right leaders at the grassroots level.<br />

The Tanzania Media Women's Association (Tamwa) executive director, Ms Ananilea Nkya told a meeting of the Editors Forum of Tanzania Limited last Monday that civic polls, which produced the nucleus leadership, were tragically ignored by many people.<br />
<br />
"You will be surprised that there are village chairpersons who do not know how to read and write. Yet, these grassroots leaders are mandated by law to enter into agreements on behalf of their areas," she said.<br />
<br />
It was no wonder that such leaders signed the community land away without reflecting on the implications of their actions, she noted. Nationwide civic polls are slated for October 25.<br />
<br />
By ignoring the polls, people pawned their very livelihoods to a handful of people motivated by individual interests, to elects leaders who would nonetheless make decisions on their behalf, she explained.<br />
<br />
Voter registration for the polls started on October 3 and ends on October 10 but interest so far has been extremely lukewarm.<br />
<br />
"Most people dismiss these grassroots elections but the actions of the leaders so obtained touch on every ordinary person's life," she said.<br />
<br />
If there was no water in a village or garbage was left uncollected for days, it is not the MP who should be held responsible but the village or street chairman, she said.<br />
<br />
But she also blamed the Government for the low level of interest. "We only got the go ahead to conduct sensitisation campaigns only a few days ago. That gives only a week to do the job, she lamented.<br />
<br />
The gender activist also took issue with the low number of female candidates. Of the 11,000 seats up for grabs, women were less than 200 or hardly two percent of all the candidates.<br />
<br />
"Women make up more than 60 per cent of the population in Tanzania. They are the ones who feel the pinch when grassroots services are missing. They are the ones also who carry the daily burden of taking care of the children," she said and added:<br />
<br />
"Therefore, if anything they should constitute the bulk of the grassroots leaders. They are the ones who know what it means when there is no water, or mother and child health services in their areas."<br />
<br />
But she also pitched for ability saying, "We need to choose the best, regardless of (their) party affiliation."<br />

Most journalists present while agreeing that participation in the elections was crucial said the information regarding electing the right leaders came too late as nominations for candidates had already been done.]]></description>
